Document rating

Implement a n-star rating for documents, with which our staff must be able to rate documents.
The maximum number of stars should be set via configuration.
The rating of a document must be visible to the public.
List views of documents may be sorted by this rating.

I'd suggest printing an unique QR-code (possibly generated via print-helper) on each transcript, allowing a printed transcript to be rated once.
This would extend the rating system to the people actually working with the transcripts and thus crowd-source a rating (which maybe should not immediately be public).

Might also allow a free-form text field for additional feedback on transcripts (as well as written exams?)
