softer reload stages while keeping stream running #8

code updates to the quark should be possible while keeping the stream running;
the loadstages are:

start fresh server with correct options // stream will be silent
with booted server, load / reload soundlibs, deflibs, mainfx (should ideally work with director running)
reload director, gui code, everything else that can be done with running stream
Already working:
compositions files already do that (they are reloaded with .loadPaths every time)
the contributions in seafile/future_mirror/ are rescanned regularly
