Talkgroup Inconsistency on WPSD Dashboard

P25 Gateway does not check that dstTGRP and currentTGRP are the same before pushing data to modem. This could cause downstream information to be out of sorts with the gateway.

There are a couple of possible solutions that leap to mind.

First if they don't align, drop all data going down stream if they are in disagreement.

Second when they don't align, send a 0x65 currentTGRP command to the modem to let it know then send the other information.

The second seems the right thing to do.
