Update enum specifications in all community profiles where the primaryCode attribtute is constrained

In the latest update to the MappableConcept class, the primaryCode attribute was changed to primaryCoding, and takes a Coding object instead of a string. The code attribute within the Coding object is now where values that we wanted to constrain in certain constraint-based community profile definitions should be enumerated.

We need to update constraint specifications in the following:

• oncogenicity-functional-impact-evidence-line-profile: line 32 and line 61
• pathogenicity-functional-impact-evidence-line-profile: line 32 and line 61
