We should consider whether the namespace openshift-operators where the operator is installed on OpenShift should also be added to the list of exempt namespaces that Gatekeeper should ignore. Then the operator would also have to update the openshift-operators namespace to add the admission.gatekeeper.sh/ignore: no-self-managing label. This can also be documented so that the admin can add these manually if necessary.
