Show Target Phrases set to "no" not working

If I set "show target phrases" to No, when learners are reviewing their work, they get shown a message saying:
Hints to improve your grade
To get full marks for this question, you must satisfy the following criteria:
and then listing the target phrases.

I've tried setting it to show the target phrases to the teacher only, and that has not resolved this issue.
