I guess the main difference is: does the header change? If so I expect to start at the top. If I only change a subset of the page, then I expect to stay in place or perhaps jump the the start of my change. Not to page top.

Trying to add a filter or any other url change will jump to top of the page. I find that behaviour confusing, when I interact with e.g. filters.
That must be something bespoke that have been added.
Let me know if this is intentional, then we can discuss. For now I've labeled it as a bug
Similar I find it annoying that changing tabs on e.g. a collection page will jump to the top. This is different from changing tabs on e.g. https://scientific-collections.gbif.org/collection/e9d2c520-d9fc-4331-9ed8-73bea2b22af0/specimens (both
about/specimens/dashboard
and in specimen tab betweenmaps/gallery/table/
