Add REST client to gdaScore.py

The library gdaScore.py contains an interface of Postgres ODBC. This interface allows clients using gdaScore.py to query a postgres database.

@rbh-93 (Rohan) has created a simple RESTful client/server that can serve as the basis for interfacing with non-Postgres anonymization schemes. I would like to add the RESTful client part to gdaScore.py
