Change the name of goa_* files in annotations/ to clarify derived status

This is a follow-on to #1984

Basically, all goa_* files, when they get to the end of the pipeline, should be exposed as the renamed filtered_goa_*.

We currently have annotations/

goa_chicken.gaf.gz

We'd like to rename these to something more clear so as to avoid confusion with GOA files:

filtered_goa_chicken.gaf.gz

We will need to:

• get the code in place
• announce to community
• propagate (and let finish on a release)
• remove old versions (S3)
• update docs

@kltm Discussing with Alex, we need to look at all the files more closely before going ahead with this.
