DOI and GO_REF references should be resolvable based on db-xrefs.yaml.

Tasks

Resolve DOI references using http://dx.doi.org/[example_id], e.g., DOI:10.1016/S0963-9969(99)00021-6 → http://dx.doi.org/10.1016/S0963-9969(99)00021-6.
Resolve GO_REF references using http://purl.obolibrary.org/obo/go/references/[example_id], e.g., GO_REF:0000002 → http://purl.obolibrary.org/obo/go/references/0000002.
