Performance - Many slow catalog#index emails from Appsignal #581

Lots of Appsignal performance incident emails yesterday. Pretty much in clusters. Hard to know exactly what is periodically slowing us down, but it could be two things:

  1. Aggressive Bots/Crawlers
  2. Big metadata work in GBL Admin, which might just kneecap Solr's overall performance

A couple things to consider...

  • Throttling Middleware like Rack Attack
  • Separating GBL Admin's Solr from the Geoportal's Solr (a leader/follower setup)
