Overriding settings not working with version 13.4.3

Bug Report

Current Behavior
A clear and concise description of the behavior.

I've tried to modify some settings like:
plugin.tx_news.settings.overrideFlexformSettingsIfEmpty = 1
plugin.tx_news.settings.displayDummyIfNoMedia = 0
in my typoscript, as I have done it in the past with Typo3 up to Version12.
I've put that in my sitepackage in /Configuration/Sets/SitePackage/TypoScript/
None of my modifications take an effect. I've checked my typoscript-setup and I can find my settings, but my extension is placed before the news includes.
In my site settings I have ordered my sitepackage AFTER the news as ever before. It seems that this is not considered by the system.

Expected behavior/output
A clear and concise description of what you expected to happen.

I want my settings override the original news settings ;-)

Environment

• TYPO3 version(s): 13.4.3
• news version: 12.1.0
• Is your TYPO3 installation set up with Composer (Composer Mode): yes
• OS: [e.g. OSX 10.13.4, Windows 10] Windows 11 with WSL
