Eula non-acceptance message doesn't show when using Copilot integration #2072

In Copilot mode, the user is not prompted to sign the EULA if they are behind the latest.

Note this extends to other non-remote Navie scenarios. It's not clear to me where would be best to implement this; should CLI check this and short-circuit Navie until it's sorted? I don't think there's a server API that would allow this check currently.
