Add instrumentation for at least the following:

Simultaneously active client connections to service
Simultaneously open distinct client devices
Simultaneously open subscribers to broker
Simultaneously open forwarding connections to other tassis clusters
Rate of messages received from clients
Rate of messages delivered to clients
Rate of messages forwarded to other tassis clusters

Ideally the outputs are both logged in the log and also sent to Prometheus for aggregation.
