Revise and simplify protobufs for TaskActivation and RetryState #115

  • use unit instead of int on TaskActivation and RetryState.
  • Simplify RetryState to have attempts_remaining and on_attempts_exceeded and remove the after attributes.
  • Remove InflightActivation struct we aren't using.
  • Remove TaskActivation.deadline and other deprecated attributes.
