Avian influenza - Case definitions

G.h's avian influenza line-list uses confirmed, suspected, discarded, and omit-error for case status.

CDC uses CSTE guidelines for case definitions: https://cdn.ymaws.com/www.cste.org/resource/resmgr/position_statements_files_2023/24-ID-09_Novel_Influenza_A.pdf. In summary, confirmed cases test positive at CDC level, which means they test positive at the state level. Probable cases test negative by the CDC even if they tested positive at the state level.

All confirmed US cases tested positive during CDC confirmatory testing. CA and WA (states right now with the most cases) are using CSTE's definitions, which are in line with the CDC.

CA's dashboard does not include probable cases in their confirmed totals (they include a footnote with info on probable cases). WA's dashboard splits their cases into confirmed and probable. Their total count includes probable, so we are only using their confirmed row.

G.h is currently not capturing probable cases in the US (as of 11/6 there are only 4) in order to align with CDC's counts (which do not include probable cases). The team may reassess if more probable counts begin to pop up.
