When running gofed repo2spec from installed RPM on Fedora 25, I hit a permission error:
2017-08-20 09:07:18,008 - ERROR - [Errno 13] Permission denied: '/var/lib/gofed/resource_provider/githubsourcecodeprovider-ba4ae1a97c164f2fa9dcece02c24bf8a625d0e24b7e8404eb23843e5eefd5126'

Does gofed need to be run as root when installed from the Fedora RPM?

I've run into the same issue. Solution is to add your user into gofed group.
