The current DEV_MODE documentation does not make it clear what this flag currently does. It seems to be incomplete.

It would be helpful for users of GovCMS to know what these variables do so that we can make an informed choice on if we want to use them of not

Hi @DanielVeza agreed, the information is a bit light on at the moment in what it covers.

I'm just confirming internally what DEV_MODE covers and then I'll get our Wiki updated.
