As a site user, I want a header, so the website is clearly branded and has the standard components I need.

Acceptance criteria:

It can optionally display a title (the site name)
It can optionally display a subline (the site slogan)
Within the theme settings, it can be configured to be default, light, or dark variations
Within the theme settings, it can be configured to use the hero variation
It supports a logo (not currently clear in the UI toolkit, but something government would want), configurable through the theme (on or off)

It appears that the header is very much incomplete. The issue is still opened and 'no design has been nailed'.
