If you're still thinking about this, here's my two cents:
It'd be nice, but I feel like because game logic requirements vary so much, whether developers can effectively utilize action lists or not is pretty iffy. If an individual project can really make use of this concept, the link shows it wouldn't be difficult to implement it themselves. Simply put, I'd recommend spending time developing other aspects of grapefruit over this.
Yet, if you're completely sold on the concept, make a demo utilizing this concept, and see how everyone reacts to it. When demonstrating the usefulness of an idea, nothing beats a finished product.
