Add manual account creation page

We need a form similar to the one found in Anchor Desktop which allows specifying:

• An account name (check availability)
• An owner key (validate key)
• An active key (validate key)
• [Optional] An amount of RAM to buy for the new account, default to 2000 (enough to create an account with a bit of RAM).

And optionally, if staking for resources is available on the network, we can add:

• [Optional] Amount of tokens to stake for CPU
• [Optional] Amount of tokens to stake for NET

Once submitted, this page will create 2-3 actions inside a transaction to create a new account.

• eosio:newaccount
• eosio:buyrambytes
• [Optional] eosio::delegatebw

Example transaction:

This will allow a user who is currently logged in with an account, to create additional accounts.

These pages are not yet linked to from anywhere else on the site, and are likely not ready for public consumption.

I imagine the /en/eos/create-account page will also be an informational page that describes the different ways to create an account, which leads into each of these methods. That content will need to be created.
