#31 provided an alert for a limit - also need the option to enforce this limit

when the alert appears, the check in and record visit buttons would be disabled

might also want to provide a way for a manager to override?
more simply, could just provide a link in the alert box: Allow Extra Visit, which would enable the buttons again
