Sub issue - region bounding box extent

Wanskuck gauge is outside of the bounding box extent for any of the regions so it's not showing up on the Regions list. Should be with Narragansett Bay. This will probably come up with overland flooding so our BBoxes maybe need to creep inland a few degrees.
