To many new users may cause resource contention and effect the fine work of established good users.

Various ideas when there is contention for resources

Allow by TOKEN priority
Allow old servers before allowing creating if new servers (?)
Keep resources as reserve (like rev port) for token holders
Do not auto assign resources unless user needs them (eg don't assign rev port unless user makes an RPC call).
