Not counting suppressed items was intentional. If a user doesn't want to see notifications for an action, it most likely means that they intend to use the mouse for this.
Of coarse, you are right.
But plugin have these stat data, displayng of how much mouse was used for command may change user opinion - use mouse as before or learn shortcut.
I'm still not really convinced. The reason is that the suppressed list would then show the same information as the hit-list the user wants to see. We'd then had two very similar lists. How about the following, I'll make a tooltip for the suppressed list like this
