Add clear counters to interface

HAProxy's runtime API exposes a clear counters command which would be handy to have in the go client.
The same goes to clear counters all

I am looking at implementing this my self and provide my work as a pull request here.
Beforehand, i would like to hear what you think of this functionality and where it's best put at?
