uploaded resource loaded to datastore but missing schema #193

see #192 - csv file was uploaded and successfully loaded to datastore but was missing schema (can be seen bellow the data table, with title 'מילון מונחים')

fixed by reloading to datastore without any other change (edit resource -> datastore -> העלאה למחסן הנתונים)

might be related to #175 and #180

@niryariv please prioritize, this requires ~5-10 hours research into the ckan datastore processes
