Related to #182: during cancellation, users should be offered a transfer instead of a cancellation, perhaps with a cashback offer to match any referral incentives (like the typical 10% channel discount).
The cashback can only be availed once.
The ticket cannot be transferred any further.
If still cancelled later, only the balance is refunded.
"Transfer" here is a transfer of assignee, not a transfer of the order itself.
Since assignees can be freely re-assigned, this effectively locks the assignment, similar to what happens in the final hours before the event.
