Account Pages to include Join CTA for memberships #1858

The membership model offers a membership for a community/account, currently the CTA is visible only under a project.

Account Pages should mention: what a membership is, with the addition of a tab - MEMBERSHIP in addition to Home & Admins

Account Pages should include a CTA - Join - for memberships.
