Overview of the Issue

When checking the latest 1.10.3 release container for the Packer LICENSE.txt file
I found the file under /usr/share/docs and not under /usr/share/docs/packer/

Reproduction Steps

~>  docker run -it --entrypoint /bin/bash 3187311890d3
270cbfa4a6a9:/# tree /usr/share/doc/
/usr/share/doc/
└── LICENSE.txt
