Renewable pipeline for taxbills.nyc dataset

The current version of the app features ownership data harvested from a one-time scrape of taxbill PDFs performed in 2015, and kindly provided to us by the folks running that service. We just need to find out if they indeed to perform future scrapes, or if we can manage to do it ourselves (at least 2x a year initially).

We've started the communication process on this + hope to have an update shortly.
