This repo make binary self-contained wheels for python package that compile things
https://github.com/ElementAI/build-pynini-wheels
It's basically a docker image

In our case, it's not wheels but binaries.
Perhaps pulling the current Docker image of planutils and build there, assuming it's still Ubuntu.
