GitHub Actions: upgrade to v4 versions

Our pipeline runs are now reporting warnings like:

Node.js 16 actions are deprecated. Please update the following actions to use Node.js 20: 
actions/checkout@v3, actions/[email protected].

To eliminate these warnings we need to upgrade the checkout and setup-java actions to use the v4 versions. This should be done in all workflows.
