mi" and ma" do not work on the rightmost delimiter

This issue replace #12454 since part of it was already fixed.

Summary

When the cursor is on the rightmost double quote, mi" and ma" do not work (nothing is selected).

In all cases, I expect mi" to do the same than mmmi", likewise for ma" and mmma".

I’ve also rebased #12494 on top of master and tested it. From what I can say, it does solve the issue on files that have access to tree sitter (at least it work in Rust files), but not in text files.
