Bug: Missing default values for programs created automatically

When generating metadata for program and other related metadata, some fields are not sent causing the values to be re-written by DHIS2 default values.

Example:
The field minAttributesRequiredToSearch should be 0 for SAT programs but DHIS2 default value is 1. This causes an error when requesting the teis at the start of SAT

Plan:
Identify fields for each of created metadata and assign intended values
Add the values in the auto-generation process
