Display file metadata preview even when not loaded

Currently we have 3 states for displaying both images & files:

• Error: the data could not be fetched after 10 retries
• Loading: currently attempting to fetch
• Loaded: successfully fetched data

The Error and Loading states have the same UI for both images and files. We may want to modify them for files so that we still see the file metadata (name, file type, size icon), even if we have not successfully fetched the data.
