Send meta telemetry to another dataset

Send errors and debug statement to another Honeycomb dataset, so it's easier to investigate issues with the agent itself.

Probably add a config value for the "agent logs dataset" and if it's configured, send the logs?

We currently emit agent stats to a separate dataset. This issue describes turning our log statements into events as well, which should probably get set to a third, different dataset (not network events, not agent stats).
