User can be assigned as Picker even when 'Show as Picker' toggle is turned off by Store Manager

Current Behavior

The user is still visible in the picklist and can be assigned as a picker despite the toggle being turned off.

Expected Behavior

Once the 'Show as Picker' toggle is turned off, the user should no longer appear in the picklist or be assignable as a picker for any order.

Steps to Reproduce

Log in the users app as a store manager.
Navigate to the user details of a picker user.
Turn off the 'Show as Picker' toggle for the user.
Open the fulfillment app and go to open orders for a facility.
Attempt to generate a picklist or assign a picker for an order.
Observe that the user is still visible and can be assigned as a picker.
