Stopping/modifying a running pipeline should be possible without providing an explicit runner.

We are currently saving the information about the runner and submitted jobs in runner.parameters in each step directory.
This information should be sufficient enough to rebuild the runner for job cancellation, resubmission, etc.
The current explicit runner requirement might be confusing for the user.
