v0.23.12

This release drops support for Java 8 to mirror play-json, adds support for Scala 3 and otherwise consists of dependency updates.

This library has been unmaintained for some time, but now has a maintainer again. More help is still needed so get in touch if you'd like to be a co-maintainer with @henricook
