One of the registration sets in Federated and the VCCF paper contains a "floating tissue block" (not colliding with any ASes and just floating outside the female small intestine)

We have already fixed this non-colliding TB on the HuBMAP portal: if you click on the block and go to the portal, retrieve the JSON, and open it in the RUI, you will see a very different-looking and colliding block.

@bherr2, in my typical workflow, I replace the original JSON with the new one but since this set (hubmap-intestine-snyder-2023) has been imported from the portal and does not have the YAML/JSON structure, I cannot fix the issue on my end.

Ok, I went in and updated the specific rui location in the rui_locations.jsonld to match what was on the portal, see 4c896a3. You will need to do the federating, but the rui location should be fixed now.
