System monitoring

Add to deployment CM setup to incorporate metrics gathering and system monitoring as defined in the associated plan. This will include log capture and system metrics gathering tool deployment. Set up tooling which will be used to visualize metrics and monitoring data. Set up alerts which will notify the operations team of failures or issues in the system
