外挂题面PDF会泄露，这块逻辑有点问题（

比赛文件是用来放比赛介绍中的图片之类的（）
题面 PDF 还是应该放到题目文件里）

我觉得如果有类似这样的附加文件功能会更好

比如所有题的pdf、样例放在一个包里面下发就不用一个一个题下载了/yiw
