Fix use of 'Movable' and 'Deinitializable' in generic contexts #1017

Before this patch, the emitter assumed that any use of Movable or Deinitializable was monomorphic when it generated IR desugaring assignments and deinitialization. As a result, using these traits in a generic context would cause the compiler to crash, as reported by #1006.
