Enable H/LMS queries in metabase

While the reporting system does make this possible to some extend the scope is very limited. This situation makes writing any kind of exploratory query/dashboard a huge task.

Allow access from LMS to a selection of H's tables.

• Check if it's possible to point to the read replicas via FDS (instead of the primary). See this slack thread.
• Upgrade metabase to the last version. There's a number of improvements that will make dashboards more flexible.
• Expose "proxy" (ie not the direct table but a view) for at least annotation/group/document.
