Fleet Carriers in systems are not always listed, even when known to be present in a system

Some data comes through from EDDN in such a way that Fleet Carriers are not tagged as being Fleet Carriers - this is either because of a discrepancy in log data from the game (e.g. depending on the specific message) or divergent behavior in EDDN clients. It could also be that there is not just no station entry for that carrier for whatever reason (e.g. there is Market but no log from a Docking event).
