Kship application credentials need to be pulled from vault #16

the credentials for kship become stale, causing a backlog of messages
specifically, k-ship uses two secrets, client-id and client-secret
we need an urgent ticket to change the way that the application credentials are stored
they should be generated once and put into vault, not generated when the pod is deployed
