Session Request notification messages are saying "by None" when it should be "by {whoever the submitter was}" #8351

Email about session requests for, e.g., secdispatch start:

A new meeting session request has just been submitted by None.
or
A request to cancel a meeting session has just been submitted by None.

It should be showing who submitted the request or the cancel instead.
