Assuming Lars is referring to the browser "find in page" search and not the Wiki.js search (which parses all with content, regardless of whether they are within tabs or not), this is a limitation of how the browser "find in page" search will only find content that's currently visible on screen. If this is a major issue, then content should be rearranged differently.
Go to https://authors.ietf.org/rfcxml-vocabulary. Search for e.g. "category". Note how there are no hits.
Now go to https://authors.ietf.org/rfcxml-vocabulary#rfc. Click on the "Attributes" tab. Search for "category". Now there are hits.
My point being that it is not useful to make content unsearchable, esp. on a reference page.
