For what it's worth, MANY of the individual drafts that I've contributed to have lacked something like "Discussions Venue", and that's one of the first issues/PRs I submit for them. These are the drafts that are most likely to need a "Discussions Venue" section, especially if even knowledgeable readers can't guess where to go.
I'd definitely like to see that become standard practice, especially if the alternative is that people become the ID Nits checker for this ...
Martin Thomson's I-D-template includes a mechanism to create a "Discussion Venues" note that indicates target WG, its mailing list, and a GitHub repo.
This should become standard practice; the lack of such a note should be an idnits warning (and probably pop up at submission, too).
